WVTESOL Works Toward WV ESL Funding Plan
In September, 2006, a WVTESOL committee, in response to member concerns, began to research K-12 ESL program funding in WV and other states. Since that time we have conducted an ESL funding survey of WV Title III Directors, researched funding policy in other states, adopted a WVTESOL position statement on K-12 ESL funding, held workshops, contacted legislators and spoken with education leaders. Many of those we have talked to express surprise at WV’s rapid increase in ELLs and in the fact about half of WV counties now have ESL programs. In September, 2007, WVTESOL members Allyson Schoenlein, Title III Director in Cabell County and Jane Wagner, were invited by Delegate John Doyle to make a presentation about ESL funding to a Joint Education Sub-Committee (LOCEA) meeting. This was a welcome opportunity to inform legislators about an issue of concern to WVTESOL members. The questions asked following the presentation indicated interest but also a clear need to provide much more information and opportunities for legislators to hear from constituents who are knowledgeable about local ESL needs. Until funding needs are met the professionalism of ESL teachers in WV and the quality of the education we can provide to our students are at risk. WVTESOL members know more about these needs than any other group in the state. We have a responsibility to help inform others interested in education and especially local education leaders and legislators about the need for West Virginia to plan responsibly for adequate and equitable funding of local ESL programs.
