Minutes of WVTESOL Business Meeting

The minutes of the previous conference were read and approved. Some things that were mentioned in the previous year's ininutes were discussed. The WVTESOL Journal should be going online soon. Like last year, we still do not have the requisite number (50) for affiliation with the national organization, but we are closer to that goal this year.
The Treasurer, Nancy Person, read the treasurer's report. When Robert Klein. turned over the books to her in February 2002, there was a balance of $731.83. On April 18, the balance was $1094.10. Approximately $363 was collected today; she will have an actual balance when all the money has been accounted for. The Treasure's report was accepted.
A question was asked about the major expenses of the organization. Nancy explained that there have been few real expenses since March. The two major ones were about $250 to set up the Website (including $60 to purchase the WVTESOL domain for 5 years) and about $150 to cover the cost of coffee and doughnuts for the conference.
The secretary reported on membership: 2001-2002, 24 paid memberships. 2002-2003, about 36 paid memberships. This report was also accepted.
The new President, Clark Egnor, made some remarks. First he thanked the group for choosing him to preside. He commented that membership has increased since last year, thanks in part to the Website. He feels that this is a good tool for networking. He described some brainstorming that the Board had done earlier in the day. One suggestion was a WVTESOL Institute online, a "nuts and bolts" training opportunity. This might address some of the difficulties WV presents regarding travel and communication over distances. He proposed sending out a questionnaire to the membership to discern what they want to see from the organization. He also mentioned that the organization should be looking at funding from places such as the state government, corporations, and the schools that are advertised on our Website.
A discussion ensued about using our resources to advocate for interpreters for foreign language students and their families. Clark suggested that we need to collect data (particularly about counties' compliance with federal law); possibly we could use the website to disseminate this data. In conjunction with this, a question came up about WVTESOL's affiliation with other groups, such as the WV Foreign Language Teachers' Association. Clark asked Randy Oldaker to be our liaison to this organization.
The next conference will be held in Charleston; Cathy Shank and Nega Debela will organize it.
The next matter was the election of officers. Clark Egnor will serve as President and Susan Walsh and Nancy Person will continue in their offices of Secretary and Treasurer respectively. The new officers elected were: Vice-President: Dara Shaw, Representative for Higher Education: Nega Debela, Representative for Adult Education/Literacy: Barbara Davis, Representative for K-12: Aimita Ward.
